Come il precedente Operation: Mindcrime, Empire e prodotto da Peter Collins e registrato ai Greenhouse Studios di Vancouver nella primavera del 1990. Contiene i singoli Silent Lucidity e Jet City Woman. Disponibile dal 25 Giugno 2021 in edizione Super DeLuxe (3CD/DVD), 2LP e 2CD, anche in questo caso la nuova versione e stata rimasterizzata agli Abbey Road Studios e presenta tutte le registrazioni delle session originali dell'album. La versione Super DeLuxe, sempre in box da 10 x 10, comprende 3 CD un DVD con i video clip promozionali e performance dal vivo di canzoni dell'album. Il booklet contiene nuove note bio-discografiche del giornalista Alex Milas che ha lavorato in collaborazione col membro originale della band Geoff Tate.
