Ironicamente soprannominato 'Mad Dog' a causa della sua timidezza, Dobie è un agente della polizia criminale di Chicago. Una sera Dobie sventa una rapina in una drogheria locale e, senza volerlo, salva la vita a Frank Milo, un gangster ed usuraio del luogo.
