Nella tranquilla città di Los Angeles, pupazzi e umani vivono insieme quotidianamente, ma i pupazzi sono discriminati e considerati inferiori, un giorno trovano i cadaveri di alcuni pupazzi in un bar, un poliziotto pupazzo di nome Phil Phillips e la sua collega umana Connie Edwards scoprono che in città gira un assassino che assieme ai suoi compagni e cani ammazza tutti i pupazzi che incontra nella sua strada facendogli esplodere la testa, ora Phil e la sua collega devono cercare a tutti i costi questo assassino prima che uccida altri pupazzi.
