Un gruppo di estremisti islamici capeggiati dal potente Abdul Rashid commete degli attentati terroristici contro gli Stati Uniti. Il Presidente non ha altra scelta che rivolgersi a Joshua McCord. Joshua è infatti "l' uomo del Presidente". Un agente speciale al servizio degli USA a cui vengono affidate le missioni più rischiose. In una serie di azioni mozzafiato Joshua e il suo pupillo Deke riescono a rapire Rashid e a portarlo negli Stati Uniti perchè sia processato. Ma Masood, il figlio del terrorista, riesce a munirsi di una potente arma nucleare con cui minaccia di radere al suolo l' intera città di Dallas...
