Ilgovernatore (Eduardo) corteggia la moglie del mugnaio Luca (Peppino), elo fa arrestare per potersi sostituire a lui durante la notte. Ma ilmugnaio evade, sua moglie sfugge al governatore dopo essersi fattafirmare l'atto di liberazione del marito e, con la complicità dellagovernatrice, inscenano il rovesciamento della situazione: al palazzoil mugnaio prende il posto del governatore, che quando arriva vienetrattato da tutti come se il mugnaio fosse lui. Entrambi rientrano neipropri ruoli solo dopo aver rinunciato ad attentare alle altrui mogli.
