Padre Flanagan decide di consacrare il suo apostolato all'assistenza dei ragazzi abbandonati. Con l'aiuto di un amico costituisce in Nebraska un piccolo gruppo, ma ben presto si accorge che l'affluenza è talmente grande che si convince a creare un centro che viene chiamato "La Città dei Ragazzi". La sterminata comunità è organizzata in piena regola ed è governata dagli stessi ragazzi in totale autonomia.
