Washington, 1972. Mark Felt è il vicedirettore dell'FBI, presso cui presta servizio da trent'anni, quando il suo capo, il temibile J. Edgard Hoover, muore lasciando vacante la poltrona di direttore. A modo suo, Hoover era un architrave del sistema e la sua assenza scardina un sistema di potere, un'architettura istituzionale ben codificata. Tantopiù che Felt, delfino ed erede designato di Hoover, viene invece bypassato in favore di Pat Gray, legato a doppio filo con la Casa Bianca.
