Top Cat è un gatto capobanda dei gatti randagi del vicolo Hoagy's Alley, nel quartiere di Manhattan e abita all'interno di un bidone della spazzatura. Insieme ai suoi amici cerca sempre di racimolare qualche soldino, con qualche espediente a volte ai limiti della legalità, che viene rappresentata dal poliziotto Charlie Dibble, il quale vorrebbe sbarazzarsi di quella banda di gatti combina guai, ma che nella maggior parte delle situazioni diventa vittima dei piani degli astuti gatti.
