Robert Diggs, ex agente operativo dell'Fbi, è contattato dall'ambasciatore degli Stati Uniti Ashdown per evitare che si sviluppi un incidente internazionale. Compito di Diggs è rintracciare l'identità dello sconosciuto vigilante che in Bulgaria sta uccidendo uno dopo l'altro i terroristi della lista dei ricercati più pericolosi d'America in Europa. Mentre prova a rintracciare il killer, Diggs si imbatte in Ursula, una sexy danzatrice del ventre, di cui si innamora subito.
